| | SB 375 requires all regional transportation planning decisions and all transportation funding to be limited to a "preferred growth scenario," that requires a minimum housing density of 10 units per acre. | | SCA 15 places in the state constitution the original property rights protections envisioned in the American Bill of Rights. SCA 15 specifically prohibits the taking of private property for private use. It requires that if government is to take private property, it must state the use for which it is being taken; and government must own and occupy it for that purpose. And it gives the original owner the right of first refusal if government ceases to use the property for the stated purpose.
