I appreciate the opportunity to join you to discuss California's continuing energy woes. It is a welcome relief from discussing California's continuing budget woes. I will begin by stating that California's energy crisis is not cured. It is in remission only. Not only is it not cured, but the minimal efforts everyone agreed were necessary to avert future disasters have not been made. Very little has actually been done to address the root cause of last year's rolling blackouts and sky-high prices: a catastrophic shortage of electricity. |

Let's be very clear what this does. It gives the California Air Resources Board a blank check to reduce carbon dioxide from cars. What does that mean? We can take a pretty good guess. Just last month, the Board issued a number of proposals to do so, including: · A 50-cent per gallon increase in gasoline taxes · A two-cent tax on every mile driven for passenger cars · Reducing the speed limit to 55 miles per hour · A $3,500 surcharge on mini-vans |

The state constitution was written to prohibit this sort of fiscal recklessness. Despite their best hopes for the future, they foresaw that someday an irresponsible governor backed by an irresponsible majority in the legislature might someday attempt such recklessness. So they specifically prohibited it in Article 16 Section 1. They specifically forbade borrowing from the General Fund (above $300,000) without a direct
vote of the people. This measure attempts to circumvent this provision by calling this general obligation of the people of California a "lease-revenue bond." |
